[mapserver-dev] Proposal - vote on RFC 91 and beta 1 this week

+1 RFC 91 (need additional documentation to explain this change though, 
in the 'release guide' likely, as I find the RFC doesn't explain what 
the 'common' mapfile syntax is now)
