[mapserver-dev] RFC-108 : heatmap generation

I have updated the RFC and code in order to apply RFC86 scaletoken
substitutions inside layer processing keys, notably allowing the
kernel radius to be set to different values depending on the scale. If
there are no further comments or objections, I'll be calling for a
vote on this RFC next week.
