Nicely written RFC, very clear and easy to follow.

One minor comment, while I assume the mapfile parser will validate the 
values of PIXELADJUSTMENT, you probably need to make sure they are 
validated in the mapscript call to fit() to make sure someone does not 
pass bogus values to that.
