[mapserver-dev] WFS GetFeature requires a filter

Mapserver-dev,

Does anyone understand the following comment in the GeoTools MapServerWFSStrategy class:

* This strategy addresses a bug in most MapServer implementations where a filter is required in
* order for all the features to be returned. So if the Filter is Filter.NONE or Query.ALL then a
* BBox Filter is constructed that is the entire layer.
*/

It doesn't seem to be a problem with Mapserver 6.x.  I can query for all features without a BBOX filter.

Was this a problem in previous versions of Mapserver?  I'm hoping to convince the GeoTools team to remove this unnecessary BBOX filter, but I need to understand the history.
