I have created a bug to fix an issue related to WMS GetCapabilities request. Following links have more information about this issue.

Currently we are in the process of migrating our MapServer 5.4.2 production environment in to MapServer 6.4.1 and this issue is holding us back.
Can someone let me know whether this issue will be fixed soon? If not I am happy to do a fix and submit the fix for your review.
