I declare the motion passed. Once Jukka is back from holiday and has
confirmed here that he is willing to accept the role and will abide to the
rules defined in RFC23 (http://mapserver.org/development/rfc/ms-rfc-23.html)

Hi PSC,

I would like to motion to add Jukka as a new PSC member for mapserver.
Jukka is a long time and expert mapserver user and is very active
providing support on the mailing lists. He would make a great addition
to the current PSC. He has confirmed to me offlist that he would be
pleased to accept the role.
