[mapserver-dev] Upgrading Sphinx/Docs to 1.3.1

Hi devs,

I notice that our Sphinx installation version (the software that we use 
to convert from restructured text to html files automagically) on 
mapserver.org is a deprecated 1.1.3 . As noted in our Documentation 
Guide[1], our docs process (including the translations) requires a 
minimum Sphinx version of 1.2b3

I'm not running Sphinx 1.3.1 locally.

But now how to upgrade the mapserver.org hosted docs to the Sphinx 1.3.1 
release, is the challenge.

I have logged into the ProjectsVM and upgraded Sphinx on that machine to 
1.3.1 (through the 'easy_install' command)  But I haven't seen any 
changes to mapserver.org (you can see the Sphinx version listed at the 
bottom of every page).

So, question:

Can someone assist me to upgrade Sphinx 1.3.1 on mapserver.org ?  I 
don't need much of your time, only a few notes on how to upgrade and 
then I can run the commands on the server (I will also update the 
Documentation Guide with these steps, so people like myself can remember 
ha!).
