[mapserver-dev] Ability to disable shape cache per layer

Hi Devs,

Currently when drawing a vector layer with features that have multiple
styles, only the first style is being drawn for each feature, then the
remaining styles from the shape cache. This causes problems in some
situations as described in:

https://github.com/mapserver/mapserver/issues/5340

We would require to be able to disable this behavior by using a processing
option (ie. SHAPE_NO_CACHE) according to the following change:

Any objections to apply this modification?
