Following feedback, I've renamed the configuration metadata item, used to  
control whether resultType=hits should take into account or ignore 
"wfs_maxfeatures", as "wfs_maxfeatures_ignore_for_resulttype_hits".

Whether to default it to true or false depends on how one understands the WFS 
spec, so I've let it to the current state of my implementation :
- default to "true" for PostGIS layers, ie the SELECT COUNT(*) is not limited 
by the server side limit
- default to "false" for other layers, as currently done.
