I've looked quickly into the github settings and cannot find a way to make the 
repo read-only and not accept any new PR.

What about renaming 'msautotest' to 'msautotest_DEPRECATED' ? so that people 
have a better chance of reading the intro message : "This repository is kept 
for historical purposes. Tests should no go into main mapserver repo"
