[mapserver-dev] MapServer 7.2.0 Release

devs: take note that the default branch for your doc changes is now 
branch-7-2  (I also made modifications to our github-osgeo/server push 
process for the release).  Our website is also setup with an SSL 
certificate, done through this release process.  -jeff
