Hi Steve,

I've just applied https://github.com/mapserver/mapserver/pull/5606 to 
branch-7-2 (Apply map rotation to symbols, similarly to the rule of labels 
(fixes #5271))

There was also a build error for AppVeyor / Visual Studio due to a recent 
change in gisinternals SDK. Fixed per
https://github.com/mapserver/mapserver/pull/5607
