[mapserver-dev] PHP-Mapscript via SWIG

Hi Alex,

There don't seem to be any objections or concerns, and as Steve pointed
out as this is brand new it won't break anything.I've merged to master, and will be following up with several other
mapscript related changes (mainly Python).Perhaps this can form the basis of a 7.4 release?
