[mapserver-dev] 7.4 beta-2 tomorrow (4/17)?

Hi Steve,

I think it would be good to add in the Perl MapScript CI - https://github.com/mapserver/mapserver/pull/5778/ for this release. 

The only other outstanding issue it would be good to resolve is getting the CI working for the new PHP SWIG MapScript - https://github.com/mapserver/mapserver/pull/5675
If anyone can spot why the build fails on Travis for PHP7 e.g. https://travis-ci.org/geographika/mapserver/builds/515453216 please provide any information. 

+1 on getting the new beta out in any case.
