Hi all,

Some critical PHPmapscript changes have been recently made, and since it's been a few months I think a maintenance release could be a good thing.

   changes since 7.4.2 release: 
https://github.com/mapserver/mapserver/compare/rel-7-4-2...branch-7-4
   MapCache changes since 1.8.0 release: 
https://github.com/mapserver/mapcache/compare/rel-1-8-0...master

I motion to have a 7.4.3 maintenance release on Monday (16th).  It's a short turnaround, but it's that time of year ha.  I volunteer to be the release manager.
