Hey Seth: I started a 7.4 release plan at https://github.com/mapserver/mapserver/wiki/MapServer-7.4-Release-Plan. Feel free to add whatever specifics you can.
Should your release notes form the 7.2 to 7.4 section of the existing migration guide (https://www.mapserver.org/MIGRATION_GUIDE.html)?
An 8.0 roadmap document is a good idea. I couldn’t find anything similar in github so I guess we’re free to start something new. We could simply create a 8.0 release plan document and use it for collecting ideas at this point – and then formalize later (w/RFCs, etc…).

Sounds like a good plan to me. There are a few WIP parts on the Python MapScript I'll aim to get completed for the 7.4 release, so it is good to have a provisional date to work with. I'll start a wiki page with some release notes for 7.4 with a summary of the MapScript changes (to both Python and PHP).
Is it worth also starting a wiki for the 8.0 release ideas/suggestions/roadmap? I'd be interested in formalising the Mapfile syntax, and possibly deprecating old keywords as part of a 8.0 release.

Hi all: Merry New Year! There was a question in one of the PHP7 related tickets about when that functionality might be available - hence this note.
Here's what I'm thinking for the next six months:
* a 7.2.2 maintenance release by mid to late January
* a 7.4 feature release featuring the PHP7 work - both the new SWIG-based support and the updated PHP/MapScript support in late March or early April
* target the Minneapolis code sprint in May for 8.0 release planning
I'd like to target having maintenance releases every three months and ideally feature-oriented release annually - 7.4 would be that release for 2019.
A review of active tickets and pull requests would be part of the 7.4 release process so we can things assigned to the appropriate milestone. I'm not aware of any existing RFC's that would target 7.4
Thoughts?
