[mapserver-dev] Next MapCache release

A new release sounds good to me. I'm hoping to get a quickstart and overview prepared so MapCache can be added to OSGeoLive. 
I also added this to the meeting agenda tomorrow - https://github.com/mapserver/mapserver/wiki/Minnesota-2019-Codesprint#psc-meeting-agenda
