[mapserver-dev] [motion] Mapcache commit rights for Jerome Boue

Hi Devs,
Jerome has been contributing quality code to the mapcache code base, I
motion that we open up commit rights for him to the git repository.
As a daily user of the solution, Jerome would also be a great candidate for
handling release management.
