[mapserver-dev] MS-RFC-131: Allow file paths in MapCache second level dimension values

Following discussions on this mailing list (see 
<https://lists.osgeo.org/pipermail/mapserver-dev/2019-December/015973.html>), 
I am submitting a Request for Discussion about allowing file paths in 
MapCache second level dimension values:

I will be happy to receive your comments on it. Thank you again Stephen
