[mapserver-dev] OGC API discussion this Friday 13h UTC

Hi all: The discussion today was great, thanks to all that were able to
make it. One of the outcomes was that we would begin to work up an RFC -
first on the MapServer Wiki and then more formally as part of the
development documentation. I put together a skeletal RFC page here:

There are reference links to OGC API background information and some
implementation notes that were part of the discussion today...
