[mapserver-dev] Draft proposal for 8.0 - Site Context FIles

Could add support for both at some point. Starting with a mapserv-like
format doesn't preclude JSON - although initial versions tend to stick
around. I don't know that JSON adds that much to a config file - mapfiles
would be another matter. Just my 2 cents... Note PoC branch has been
updated.
