[mapserver-dev] notice: next OGCAPI sprint July 21-23

This is a general notice that the next OGCAPI sprint is scheduled for 
21st-23rd :

(this is for Processes, Coverages, Records)

My goal is to at least to help continue Steve's momentum, and block off 
those days to help work on this.
