[mapserver-dev] RFC59 and LAYER BINDVALS

Hi devs,

I opened an issue at https://github.com/MapServer/MapServer/issues/6236 in relation to an undocumented LAYER keyword - BINDVALS. This is in the current codebase and tested for in msautotest. 
It is described in RFC59 - https://mapserver.org/development/rfc/ms-rfc-59.html, but with a status of "Not Adopted". 
I propose we document it and update the RFC to show it was implemented. Possibly as a version 8.0 feature?!
I'll start with a +1 for the RFC.
