[mapserver-dev] Use PointZMs only for MapServer 8.0

Hi devs,

Just to let everyone know that https://github.com/MapServer/MapServer/pull/6263 removes the option to build MapServer without using ZM values for points. The consensus from previous discussions seemed to be after having set WITH_POINT_Z_M to ON by default in the 7.6 release it would simplify the codebase and testing to remove the build option completely. If anyone has any reservations or questions let me know. 

Any build systems which still include a WITH_POINT_Z_M will work fine, but will report a CMake warning of a "Manually-specified variables were not used by the project".
