[mapserver-dev] MapServer Config File RFC

It's a hypothetical use case and hasn't been implemented as part of the
RFC. Specifically that statement It is referencing a poorly documented
feature where you can do something like:

WEB
  ...
  VALIDATION
    "immutable" "true"
    ...
  END
END

and then no runtime changes are allowed. I'm not sure how relevant it will
be for 8.0 because I'd like to make this the default behavior (immutable).

I think there are a number of potential uses of the config file that
haven't been fully explored. One demonstration use case I did address is
setting a value in the ENV section called MS_NO_POST so that MapServer
won't read params from the request post body. That is in the pull request.
