[mapserver-dev] Motion: rename shp2img to map2img

Hi devs,

As discussed in the recent PSC meetings, I'd like to move forward with 
the renaming of the shp2img commandline utility to "map2img" (this was 
first discussed back on 2020-07-07) to be included for the MapServer 8.0 
release.  Although it is a minimal change in the source code, it has 
impacts for the user documentation, packaging, and msautotest, so 
therefore I've created an RFC to document this major change, RFC 136: 
https://mapserver.org/development/rfc/ms-rfc-136.html

I therefore motion to rename the shp2img utility to 'map2img'.
