[MapServer-dev] PSC vote: release rc2 as the final 8.0.0 release

This makes me wonder if we could get by with just the 8.0 branch and use
tags for releases, so pulling from that single branch always gets you the
latest/greatest for the 8 series. That is, don't bother with minor release
branches since those won't be supported once a new minor release is
released.
