Dear MapServer PSC members,

As release manager, I feel that the latest RC2 package has successfully passed everyone's testing, and I now motion to release the final MapServer 8.0.0

(will package all of this later today or over the weekend)

Thanks for each and every developer, commenter, tester, user throughout release process.
