[MapServer-dev] Motion: Submit OSGeo Budget Request for 2025

I'm +1, but I think most, if not all, listed activities should be 
prefixed with "Contribution to ".  OGC API map support (even a RFC an a 
"prototype") isn't going to happen with just 750 USD.
