[MapServer-dev] Remove requirement for TEMPLATE keyword?

We could make it such that setting TEMPLATE still implies QUERYABLE ON 
if it the later is not set in the 8.x series (with some deprecation 
warning that in MapServer 9 QUERYABLE should be set?)
