Hi Scott,

I'm not sure if I fully understand the requirement. Do you have an example LABEL block?
There are several options for LABEL SIZE - https://mapserver.org/mapfile/label.html#mapfile-label-size

"When scaling is in effect (SYMBOLSCALEDENOM is specified for the LAYER), SIZE gives the size of the font to be used at the map scale 1:SYMBOLSCALEDENOM"

You can also use an attribute or expression to calculate the size.
