Implementation Requirement 36 
This Layer metadata element shall be mapped to the <wms:BoundingBox> element. 
The minimum bounding rectangle of the area covered by the Layer in all supported CRS shall be given.

As far as I know, this isn't configurable using a map file.  Can you use mapscript to insert the relevant BoundingBox elements?  If so can you give me some hints on how to do this (my knowledge of mapscript is fairly basic).
