[Mapserver-inspire] SoC Project Midterm

All,

the SoC project has reached its midterm and Stefan is progressing nicely
with his implementations in his sandbox [1]. A summary of his work so
far is also available at the MapServer wiki [2].

A first version of the promised RFC is available in his sandbox as well
as on a test server [3] we use also for online validation. Please have a
look at the RFC and send any comments. We'll send the RFC also to
mapserver-dev once we have a conclusion on this list. Note that most of
the implementation is already available in the sandbox.

In order to better test the implementation I'd like to ask if anybody on
this list is willing to share any mapfile, test data, etc. from real
usage. At the moment we use some road data in Canada available in
msautotest which I'd like to exchange.
