[Mapserver-inspire] Has the requirement of SOAP in Download services been dropped in TG v3.0

I'm just reading through the current "Technical Guidance for the 
implementation of INSPIRE Download Services" and I could not find any 
mention of SOAP, anymore. SOAP was mandated in the previous version of 
the TG, which was marked as "draft"
I'm quite sure that this saves from us a major head ache on the road to 
an INSPIRE compliant doanload service.
