By using the SYMBOLSCALE option you can already do this.
SYMBOLSCALE allows you to specify a scale at which symbols and labels
appear "full-size"- that is the size you define. At that scale a font would have
a size in map units and that size would be maintained as you zoom in or out.
Furthermore you can put bounds on those sizes using the MINSIZE and MAXSIZE
parameters for label objects. These can be used to ensure that text (or symbols) 
doesn't get too small or too big. As an AcrInfo weenie I find using a scale more
intuitive than straight size in map units. It's an easy addition, but would require 
yet another parameter (SIZEUNITS map/image). If there are a number of users
that want it, then I'll add it.

  Another feature request.

Label size by map units.  This is somewhat related to a previous
request to have the label size set from a database value.  If the
shapefile does not have a field for text size, I'd like to be able to
set the size in the map file.  Right now it is possible to set the size
using "points"  (and pixels?), but I would like the option of using
the map units (e.g. meters).
