Makefile and NT install

Apologize for bringing up an old question. As I have been attempting to build mapserver (with VC++ 5.0) I've been running into the error message saying that it could not find freetype.h, though I know the header file is indeed there.

Is this a problem I overcome in the makefile.vc? I would greatly appreciate any suggestions on how best to set paths or any other configuration options in building mapserver.
