New website

I'll add a text menu to the footer together. The javascript just makes maintanence a hell of
a lot easier. Ain't got time to do another version.

  I'm sorry to complain about the website, but I really hate having to use
JavaScript use a website at all.  Could you add some links to all of the
pages that exist within the pages themselves, or come up with some other
method for putting the buttons on the banner?  I usually browse with
JavaScript turned off, and it gets very frustrating when I have to turn it
on to look at the MapServer site, and then forget that I have it on...

As for the proposed changes to the symbol format, I agree completely with
the need for these changes.
