I am working since a while with mapserver, but some time ago we also
connected a ArcIMS server to our system. The experience I made
was that

-mapserver is much faster than ArcIMS
-mapserver is more reliable. Often it happend that the requests sent
to ArcIMS were not processed correctly.
-we had big trouble sending the output of ArcIMS through a proxy,
which is needed to access its images from a JAVA-applet.
-it is difficult to use ArcIMS, because you need very specific
server software. My collegues working on it told me, that more
or less it works only with the Netscape Server, but not with Apache.
