Micro$oft would close this issue by saying "this is by design"  (I love
it when I read this on their website!  :)

However, even if you're expected to provide MinY < MaxY I think the
function should be strong enough to deal with that common mistake... and
for this reason I filed it as a bug which will hopefully be fixed before
the official 3.5 release:
