Try adding a another slash "\" on your IMAGEPATH path.
> IMAGEPATH "d:\inetpub\wwwroot\itasca\tmp"
IMAGEPATH "d:\inetpub\wwwroot\itasca\tmp\"
Also make sure that your IMAGEURL is actually "/tmp/" and not
"/itasca/tmp/"
