The last GML 3.0 schemas that I looked at had support for dictionaries of
Datums, Ellipsoids, Prime Meridians, and CRS-s, but not for the other
building-blocks that you would need, e.g. Transformations.  I have no idea
why this particular subset was chosen, but I'm sure that someone will.
