>From your post it is not clear to me what versions of gd and freetype
are running. So a blind shot: 
- MapServer 3.5 need a 1.8.x version of gd (at least my experience was 
  to get positive results with 1.8.4). 
- Within your gd directory there should be a tool gdtestttf
  (Does it run successfully?)
