Tom,

you could have a look at sourceforge and search for 'mapsurfer'.
Unfortunately the project seems to have been abandoned but the JavaScript
code - without documentation - is still available. The approach looked very
promising (all functionality needed, support for most bowsers). Maybe some
other users went on with that implementation...
