As far as I know, in 3.6, it's there by default, with the code below it does it:

REFERENCE
   IMAGE images/overview_switzerland.png
   EXTENT 485000 45000 835000 305000
   STATUS ON
   OUTLINECOLOR 255 0 0
   SIZE 185 126
END
