Simon,
Mapserver is not a Windows GUI application. While it can be run as a
back-end to other applications or via one of the Mapscript languages to
generate map images, its primary design is to function as a CGI
application for a webserver. You can set it up to run with Personal Web
Server on your PC so it can run on a single standalone PC.
