[mapserver-users] wms - unable to access map file

John,

The generic things I would check are:

1) file permissions - does the webserver/cgi process have access to 
the file
2) what is the current working directory for a  cgi process? it may 
not be the bin directory. Try enter the whole path to the sa.map file 
in the url you might need to try both "/" or "\" for path separators.
