- The server should be wms.cits.rncan.gc.ca, not wms.cits.nrcan.gc.ca
- you don't need the "ServiceName=..." info in the URL.
- WMS 1.1.0 and above states that image formats must be passed as MIME
types, i.e. image/png, not PNG
