Gerry,

GML is for data, feature topology, stuff like that.  Maybe I wasn't
as clear as I thought :(

What I'm interested in is an XML standard for map/layer/class
configuration.  The _application_ rather than the data.  Think
of a WMS capabilities type of document, not GML.
