Are you using the latest 3.6.6? There was a similar problem if I
remember well that was fixed somewhere between 3.6.0 and 3.6.6. That
may or may not be the same thing that you ran into.
If you have a systematic way to reproduce this with 4.0 as well then I
would suggest that you file a bug in bugzilla with a mapfile and sample
layer data, and steps to reproduce. If you use a precompiled windows
binary then please also specify where you got it (URL) in the bug.
