Hi.

If you're using an legend template, you might want to adding two layer
metadata items, minscale and maxscale, and add a javascript check in your
legend template.

I don't think that's possible at the moment, but that could be an
interesting enhancement.  Perhaps you could file this as an enhancement
request in bugzilla for version 4.1.
